I was watching one of my favorite shows, Studio 5, the other day. They were saying that they did a poll and found out that most people say the gift they stress over the most is neighbor gifts. I thought that made sense, because it can be hard to come up with gifts that are inexpensive, but are also something that most people would love.
We hand out a plate of homemade goodies every year. I've tried to talk my family into trying another gift, but they always out-vote me. They like it when we hand out homemade treats. I love cooking, so I don't complain too much. 
I just make sure we hand ours out during the first or second week of December, before everyone is overwhelmed with goodies.

Do you remember this tray that I bought at the dollar store?
It's not the prettiest, and I wouldn't want to give it to anyone. But just you wait and see.
Here it is after I transformed it:
Ahh, much better. Now I would be proud to give it as a gift.
Here is what I did and the cost breakdown:
1-Tray from dollar store: $1
2-Spray paint the tray with black spray paint I already had: free
3-Add half a bag of white rocks from the dollar store: 50¢
4-Add three tealight candles: I purchase a box from Walmart. I think they were about 50¢ each: $1.50
Total cost: $3
You could spray it any color you like, and use any type of filler. Those glass marbles would be pretty. I also think it would look great with some greenery, tiny pinecones, and berries. You can use your imagination, the possibilities are endless.
