Line a 9x13" pan with foil and spray with cooking spray. Preheat your oven to 350 degrees.
Place 1/2 cup of the butterscotch chips in a large bowl, set aside.
Cook the butter in a saucepan or skillet over medium heat until it foams, then turns golden brown. Watch closely so it doesn't burn!
Pour the browned butter over the butterscotch chips and stir until they are melted. Whisk in the brown sugar, then the egg, vanilla, and maple.
Add the flour, oats, baking soda, salt, and the remaining 1/2 cup of chips. Stir until combined. Press the dough into the prepared pan.
Bake bars at 350° for 17-20 minutes, or until golden brown around the edges and set in the middle.
Let the bars cool at room temperature for 40 minutes, or chill for 20 minutes, then make the glaze.
For glaze: Place the butterscotch chips in a small bowl, set aside.
In a small saucepan, combine the brown sugar, water, and salt. Bring to a boil, then pour over the chips. Whisk until smooth. Drizzle over the top of the bars while they are still warm.
You can serve the bars warm, or let them cool completely for 1 1/2-2 hours.
